h3. Problems
* The min-JDK for running the javadoc task isn't consistent, and too high.
* The custom taglet is only registered in aggregateJavadoc.
* Javadoc generation is too lenient, ignoring all issues
h3. Fix
* Set Java version correctly in build.gradle/settings.gradle
* Create Javadoc convention
* Fix simple Javadoc issues (linking can't be fixed for certain
low-level/high-level constructs, but works in aggregated form)
