    test(frontend): add unit tests for url util (#6626)
    
    ### What changes were proposed in this PR?
    - Add `frontend/src/app/common/util/url.spec.ts`, a new Vitest spec for
    `url.ts`, which previously had no dedicated unit tests.
    - Cover getWebsocketUrl with and without an explicit port.
    - Cover http-to-ws and https-to-wss protocol rewriting and relative
    endpoint resolution.
    - Cover hostname and port handling using a stubbed document.baseURI so
    the tests are deterministic.
    ### Any related issues, documentation, discussions?

    ### How was this PR tested?
    - Run: `cd frontend && node --max-old-space-size=8192
    ./node_modules/nx/dist/bin/nx.js test gui --watch=false
    --include=src/app/common/util/url.spec.ts`, expect all 7 tests passing.
    - Test-only change; no production code is modified.
