fix(license, v1.2): refresh amber/LICENSE-binary-python for transitive
drift on release/v1.2 (#7130)
### What changes were proposed in this PR?
Refresh 18 transitive Python dependency versions in
`amber/LICENSE-binary-python` to match the versions actually bundled,
resolving the license-binary drift check failure on `release/v1.2`
(`build / pyamber (ubuntu-latest, 3.12)`). Versions only; license
categories unchanged.

License-binary drift on `release/v1.2`. Separate from #6605, which
tracks
the same check on `main`.

Text-only version bumps in the LICENSE-binary manifest; the pyamber
