Both resources wrapped resolveVersionedFile in the same match block, differing only by which ResourceStorage they passed, and called a two-function util file to finish the job. Fold that into ResourceUploadService.presignedUrlResponse so each endpoint is a single call, make requireBothOrNeither and presignedResponse private there, and delete PresignedDownloadUtils. Drop the Diff / ExistingUploadFile / ExistingUploadFilesRequest aliases from DatasetResource, which existed only so its spec kept compiling, and the fully-qualified spellings ModelResource used in their place.
