Adds sql/updates/README.md: what the directory is, why 01-22 were never enrolled in the Liquibase chain, and the exact git commands to read or reassemble them. The breadcrumb has to be a non-.sql file inside sql/updates/, which the DDL-change notification workflow would otherwise pick up as an added migration -- it globbed the whole directory -- and mail dev@ an instruction to apply a README to Postgres. Narrow that diff to '*.sql' and skip the send when nothing was added, which also silences the empty-filename mail this deletion-only PR would have triggered on its own.
