Backport of #8293 and #8375. The pyamber license check on `release/v1.2` fails for every PR: PyPI now resolves `typing-extensions==4.16.0` and pulls in `cloudpickle==3.1.2` (joblib 1.6.0 stopped vendoring it), but the branch's `LICENSE-binary-python` predates both. This blocks CI for all in-flight v1.2 backports (e.g. #8554, #8555). ### Any related issues, documentation, discussions? Backport of #8293 and #8375. ### How was this PR tested?
