fix(amber, v1.2): bump filelock to 4.0.4 in LICENSE-binary-python (#8691)
### What changes were proposed in this PR?
A one-line refresh of `amber/LICENSE-binary-python`: the transitive
dependency filelock drifted from 4.0.3 to 4.0.4 on PyPI after #8653, so
the strict license check on release/v1.2 fails again. The license is
verified unchanged (MIT, byte-identical LICENSE file between the two
versions).
