    refactor(frontend): remove dead workflow-editor panel styles (#8906)
    
    ### What changes were proposed in this PR?
    - Remove two orphaned CSS rule blocks, `.panels-container` and
    `.code-panel-wrapper` (and their comments), from
    `workflow-editor.component.scss`.
    - Both are leftover styling from a removed inline-panel overlay and are
    referenced nowhere in the component template, TypeScript, or anywhere in
    `frontend/src`; neighboring rules such as `.chat-popover-container` are
    untouched.
    ### Any related issues, documentation, discussions?
    Closes: #8905
    ### How was this PR tested?
    - Non-functional change (CSS dead-code removal); no behavior changes, so
    no test added.
    - Confirm no references remain: run `rg -n
    "panels-container|code-panel-wrapper" frontend/src` and expect no hits
    after removal.
    - Open a workflow in the editor and confirm the canvas, operator chat
    popover, and all overlays render unchanged.
