fix(licensing): list the Jupyter logo and Material Symbols diagram icons in
LICENSE (#8997)
### What changes were proposed in this PR?
The notebook-migration diagrams in
`frontend/src/assets/notebook_migration_tool/` bundle the Project
Jupyter logo (`tool_popup_diagram.png`) and three Material Symbols icons
(all three diagrams). `frontend/LICENSE-binary` already lists them, but
the root `LICENSE`, which covers the source release, did not.
This adds the Jupyter logo to the BSD 3-Clause section (the license of
jupyter/design), with a trademark note like the ORCID entry's, and
extends the existing Material Symbols entry to the diagrams. No images
change.
`release/v1.3` gets a separate version of this fix rather than a
backport, because it still ships `jupyter-logo.svg` and has only one of
the diagrams.

License text only. The entries mirror the ones already in
`frontend/LICENSE-binary`, and the jupyter/design license and copyright
