fix(licensing): list the protobuf TypeScript generated from third-party
.proto files in LICENSE (#9010)
### What changes were proposed in this PR?
The frontend commits TypeScript that `bin/frontend-proto-gen.sh`
generates from ScalaPB's `scalapb.proto` and, through it, Google's
`descriptor.proto` (#8802). `descriptor.ts` carries about 850 lines of
Google's BSD-3 documentation comments, but neither generated file was
listed in `LICENSE`.
This adds `descriptor.ts` under BSD 3-Clause with Google's copyright
line, and lists `scalapb.ts` in the existing ScalaPB entry. Only
`LICENSE` changes; the files themselves are untouched.
### Any related issues, documentation, discussions?
Part of #8802. The same files are on `release/v1.3` and `release/v1.2`.
### How was this PR tested?
License text only. The copyright line and license come from the header
of `descriptor.proto` in protocolbuffers/protobuf.
