upgrade to tiles-master-5.
upgrade to svnpubsub system using maven-scm-publish-plugin.
update the release and building pages for devs (svnpubsub, and referencing
existing apache docs).
Update release documentation: build requires Java7, and build requires
maven-3.0.5+
