CTR isolate plugin install to a docs-only console copy
process-docs.sh installed the docs plugins directly into the console
standalone directory that distribution.xml packages into the release zip,
leaking hadoop/spark/neo4j/sparql into shipped distributions. Install into a
throwaway copy under target/ instead so the released console keeps its default
plugin set.
