Revert "TOMEE-4566 - Bump version.xbean from 4.28 to 4.29 (#2389)"
This reverts commit aadefa28fddf6689fbdea1ffff52027a3b32bb6c.
Switch back to 4.28 for now since 4.29 isn't directly compatible with TomEE
(so TomEE requires some changes)
