- Bumps `maven-install-plugin` from the `3.0.0-M1` milestone to `3.2.0`.
- Stops dependabot from proposing `4.0.0-*` releases of
`org.apache.maven.plugins`. These require Maven 4 and break the build on Maven
3, e.g. #2971:

unmet prerequisites:
Required Maven version 4.0.0-rc-6 is not met by current version 3.9.16
```
- Adds `io.smallrye.*:*` to the ignore list. `io.smallrye:*` does not match
subgroups such as `io.smallrye.config`, which is how #2975 (smallrye-config
4.0.0 on tomee-10.x) got through.
