Backport of #2960 to tomee-10.x. With the MicroProfile distribution, a webapp that declares a JAX-RS `Application` listing its classes has no `/health` endpoints (all 404). An `Application` listing nothing gets them under its own path, e.g. `/api/health`. `TomEEMicroProfileListener` now registers the health endpoint as a container REST class, and `RESTService` deploys it at the context root no matter which applications the webapp declares. Details are in #2960. The cherry-pick applies cleanly. The only change for 10.x is an explicit `import org.apache.cxf.jaxrs.utils.AnnotationUtils` in `CxfRsHttpListener`. `openejb-cxf-rs` (115 tests) and `tomee-microprofile-itests`, including the new `HealthEndpointTest`, pass on this branch. https://issues.apache.org/jira/browse/TOMEE-4716 -- This is an automated message from the Apache Git Service.
