Fixes a few problems that make the tomee-10.x build fail on machines without
a warm local repository.
- **Examples on 10.3.0-SNAPSHOT**: the 10.3.X development bump (c42b4e85a7)
left ~200 example poms, `tomee/tomee-deb` and `examples/scala-basic/build.sbt`
on `10.2.1-SNAPSHOT`, which only resolves where it is still cached. Eight more
examples still had `tomee.version` (and `tomee.test.version` /
`openejb.test.version`) pinned to the released `10.2.0`, so they tested against
10.2.0 instead of the current build. All of them now use `10.3.0-SNAPSHOT`,
matching how main does it.
- **ClasspathCustomizationTest**: the test resolves `log4j-api` and
`log4j-jul` at the `log4j-api` version on the test classpath (2.26.1), but
`log4j-jul` was declared at 2.6.2, so it failed on a fresh local repository.
Both test dependencies now use `${version.log4j2}`, as on main.
- **JAX-RS TCK download**: the staged URL
`download.eclipse.org/ee4j/jakartaee-tck/jakartaee10/staged/eftl/...` returns
404 (also breaks tomee-10-build-full-tck #121). It now points to the final
release location `download.eclipse.org/jakartaee/restful-ws/3.1/`. The 3.1.5
zip from there matches its published sha256.
Verified: `mvn validate` on the examples reactor passes, and
`ClasspathCustomizationTest` passes. The TCK itself and the individual examples
were not run.
