Jars in WEB-INF/lib whose name matches a default.exclusions prefix were silently dropped from annotation scanning, including any security annotations they carry. Scanning is unchanged, but TomEE now logs one INFO line per deployment naming each skipped application jar and the matching prefix, which can be re-enabled via openejb.additional.include.
