[I] [Bug] BindSymbolicVars has a different name with other pass in the CreateModulePass [tvm]

   Hi all, I accidentally discovered that only the pass  `BindSymbolicVars ` 
has the prefix "relax.XX" when calling the function `CreateModulePass`, while 
all of the others have not. Is this a feature or a bug?
