    [CMAKE] Remove unused Libbacktrace.cmake (#18849)
    
    ## Summary
    
    Remove legacy `cmake/libs/Libbacktrace.cmake` which is no longer used.
    Libbacktrace is now built through tvm-ffi's own cmake infrastructure.
