[VERSION] Start the v0.28 development cycle (#20459)
Bump the web package and lockfile versions to 0.28.0-dev0 and align
Python, C++, and package metadata fallbacks at 0.28.dev0 after the
v0.27.0 release.
Tagged builds continue to derive their versions from Git; the existing
v0.28.dev0 tag already establishes the next development cycle.
