I am not sure which change in Wicket made parsing more strict but the simple 
fix is to make the <meta> tags auto-closed:

return StringHeaderItem.forString("<meta http-equiv=\"" + httpEquiv + "\" 
content=\"" + content + "\"/>");

This fixes the problem.
