Closing this as superseded. WICKET-7107 was fixed another way: writing the CSP headers moved to `WebPage`/`CSPHeaderWriter` in 5f1034c9d7 on master, with backports to 10.x (#1503) and 9.x. `CSPRequestCycleListener`, which this PR changes, no longer exists on master. The header buffering in `WicketTesterServletWebResponse` has not landed; if you still need it, please raise it separately.
