Backport of #1701 to `wicket-8.x`, part of #1699. On this branch the old
script parsed a version argument differently (milestone suffix handling, which
produced `8.20.0-` for a plain `8.20.0`). The cherry-pick conflicted there and
was resolved by taking master's file, so the script is identical to master's. A
version argument is now used as is.
Regenerating a release's notes needs the `rel/wicket-*` tags and the other
branches fetched: the previous tag sets the commit range, and the check for
closed issues without a reference looks at every branch.
