HOD clusters terminate after one hour regardless of idleness-limit setting

HOD submits its Torque jobs with walltime=1hour parameter. That causes Torque
to terminate the cluster regardless what the idleness-limit setting is.
Both the "idleness-limit" and "walltime" settings should be documented.
