Static web resources should not be duplicated between projects

Right now, some of the common resources (eg hadoop.css) are duplicated between
common and dependent projects, since HDFS and MR can't actually load these
resources out of the common "static" webapp.
I'd like to rename common's "static" webapp to "common/static", and host it at
a different URL in the dependent projects.
