The ability to create files without automatically creating parent directories
(HADOOP-6840/HADOOP-7870/+more) are required to prevent a data loss situation
in HBASE (HBASE-2312). From a quick code inspection, this functionality does
not seem to be in trunk. This should be forward ported to trunk.
