been hitting this in parallel test runs. Even though FS Creation is meant to
catch and swallow exceptions of code
{{AzureServiceErrorCode.FILE_SYSTEM_ALREADY_EXISTS}}, this doesn't happen
because the exception is translated into FileAlreadyExistsException before that
catch/swallow
