these should all be done as real hadoop PRs with JIRA ID and yetus runs, including updating the LICENSE-binary files. In particular, HADOOP-19154 already was doing the bouncy update to 1.78.1. I'm going to merge that #6755 PR in and for backport do a squashed commit of #6811 #6755.
