New test added in [https://github.com/apache/hadoop/pull/7367,]
expects an IndexOutOfBoundsException to be thrown, when offset is negative.
AAL throws IllegalArgumentException. For len, the PR says it's ok to throw
either IllegalArgumentException or IndexOutOfBoundsException, so should the
same thing happen of offset?
