Upgrade Java SDK to v2.31.66 or higher.

2.31.66+ should now support third party stores, this was previously a blocker
to upgrade SDK.
Upgrade is needed as it has support for some S3 express features, and a fix for
https://github.com/aws/aws-sdk-java-v2/issues/5247
