Since our github repository was created a long time ago, it does not have the
newer more restrictive default permissions for workflows (i.e. granted to
GITHUB_TOKEN).
Deliverables:
* File INFRA ticket to change Default Workflow Permissions to read-only. See
https://issues.apache.org/jira/browse/INFRA-27839 for details
* Test all existing actions to detect any breakage. Fix these by adding the
necessary `permissions:` blocks to action declarations.
