Summary: Update cloud connector test requirements in PR template

Now that we have support for running a subset of S3A integration tests for pull
request CI, we need to clarify that manual testing with AWS is still required
for most changes to S3A.
We can update our PR template to clarify this. Extra credit: also update s3a
docs.
