When triggering tests in CI for a pull request, we want to optimize which tests
need to actually run, versus those that can be skipped because the PR's changes
don't affect them.
This topic recently came up in discussion with [~chengpan]. I also noticed that
some of my PRs were running unnecessary tests. This Jira is a "spike" or
"discovery" issue for us to discuss which approach to use, and what still needs
to be done. Once we agree on an approach we can file additional Jiras and split
up the work.
