Following up on these comments

of our s3a integration tests fail with:

amazon.awssdk.services.s3.model.S3Exception: The AWS Access Key Id you
# provided does not exist in our records. (Service: S3, Status Code:
403{noformat}
Requirements:
- Debug these tests and see if they are trying to contact AWS instead of using
the configured localstack bucket.
- Update the .github/gha-tests/hadoop-aws-localstack-excludes.txt file to run
the tests in CI.
