We all asked this question. Many users only have Common + HDFS + MR, and it was 
a Hackathon, and the feature was deemed useful enough by all involved to move 
forward.

It would be nice to have a general shell in Common, or as a separate Apache 
project; in fact, Carl Steinbach proposed such a thing over at 
https://issues.apache.org/jira/browse/HIVE-987.
