Chris Douglas updated HADOOP-6476:
----------------------------------

    Fix Version/s: (was: 0.21.0)
           Status: Open (was: Patch Available)

\-1 on forcing frequent allocations; this would ruin the performance of this
class.

If you want to add a public {{setCapacity}} to fix/reset the size of the
backing array explicitly, that would be an admissible change.

> The internal byte array of o.a.h.io.Text does not shrink , if we set a
> capacity that is less than the size of the internal byte array.
> * If input length for setCapacity < length of byte array - then the byte
> array is reset.
> * Existing data is retained depending on if keepData variable is set.
> * 4 new test cases added for various capacity sizes
