We have tested in both Windows and Linux and this patch makes both report 
values from 0 to 100%.
Agreed on adding the description, it took me a while to see what was wrong.

I still think that it would be better to just do the Commons change here in 
HADOOP and open a bug for the {{NodeResourceMonitorImpl}} in YARN.
