Sorry [~mackrorysd] i missed your earlier comment.

For `org.apache.hadoop.hdfs.web` packaging - Already explained in the previous 
replies. Short summary is current design of `WebHdfsFileSystem` does not allow 
certain configuration to be done outside `org.apache.hadoop.hdfs.web` namespace.

For common properties like dfs.webhdfs.oauth2.access.token.provider - The scope 
of the this patch set does not cover the design changes on the existing OAuth2 
implementation in ASF. You have bring a valid point and we need to create 
separate JIRA for the same. I will take it once this patch is through.
