Description: There are several failures in the {{S3FileSystem}} tests
that integrate with the S3 back-end. With {{S3FileSystem}} deprecation in
progress, these tests do not provide valuable feedback and cause noise in test
runs for S3N bug fixes and ongoing development of S3A. We can suppress these
obsolete tests as a precursor to the deprecation and removal of
{{S3FileSystem}} tracked in HADOOP-12709. (was: While reviewing another patch,
I noticed that {{TestS3Credentials#noSecretShouldThrow}} and
{{TestS3Credentials#noAccessIdShouldThrow}} are failing. See comments for full
stack traces.)
