I think Allen was the one who flagged it as incompatible (so he can correct me
if I'm wrong), but my understanding is that it's only incompatible for people
who are building releases. This might affect Bigtop or distribution vendors,
but in the end it should be producing the same src and bin tarballs.
So I think it's safe to backport to 2.8, and probably doesn't need to be
flagged as incompatible since it doesn't affect end users.
