They weren't. I'm not sure why HADOOP-12875 wasn't committed with this JIRA, 
because committing this iteration of the contract tests was the whole point.

 to a separate JIRA to ease review, since the first patch was so large.

No, Steve. If you want to review the patch, then review it. A half dozen other 
reviewers have reached consensus on a path forward after months of iterations.
