If hadoop-project depends on hadoop-build-tools, shouldn't we make an explicit
dependency on hadoop-build-tools rather than rely on specifying a specific
module build order? I tried adding hadoop-build-tools as a dependency in the
hadoop-project pom.xml file, but was unable to get the build to succeed.
However, that seems to me to be the better fix. I'm not a maven expert, so
input from someone with more expertise in this area would be good.
