[~jzhuge] - as I mentioned on the email thread, this is working as intended. In
the very least we need documentation around this and possibly an improvement to
also support core-site.xml with overrides from ssl-client.xml and
ssl-server.xml by adding the appropriate ssl config to the central.
We need to make sure that this is tested well along with other scenarios that
would otherwise be using the ssl only config and would now need to make sure
that the central provider path works for everyone.
