Since this patch is likely to result in some discussion, here's a early patch
to get things kicked off. In this patch I haven't made any substantive
changes. I've only restructured the docs to be clearer. In doing so, though,
I've made significant structural changes.
The next step will be to carefully revisit the policies themselves.
