[~ste...@apache.org], in Hadoop wiki [create a github pull
request|https://cwiki.apache.org/confluence/display/HADOOP/How+To+Contribute#HowToContribute-CreatingaGitHubpullrequest],
it says that precommit job will search the URL that starts with
"https://github.com"; and ends with ".patch" in the JIRA issue.
I set this jira to patch available and see if the patch gets tested.
