HADOOP-16644 is going to get the modtime on file creation (small files) or 
issue a HEAD on the multipart uploads. If we can get in then the problem should 
go away. If it doesn't, there's something else lurking

Thanks for doing the testing -always good to stress different AWS regions, as 
they are not uniform in behaviour
