Description:
When the new RestVersion(2019-02-10) is enabled in the backend, enable that in
the driver along with the documentation for the appendblob.key config values
which are possible with the new RestVersion.

the driver along with the documentation for the appendWithFlush config and
appendblob.key config values which are possible with the new RestVersion.
