I realized this PR breaks YARN because the netty3 dependency is removed from
hdfs, and then transitively YARN doesn't have the netty3 dependency. As a
result, when YARN NM starts, it couldn't find netty3 required by the MR shuffle
handler.
I'll post a follow-up to add explicit dependency for the MR shuffle handler
so we can proceed with this one first, leaving the YARN side along.
