Another thing is as @iwasakims mentioned in the `common-dev` email thread,
we may want to make this as a compile dependency of `hadoop-common` for now,
since it is a breaking change and the new module doesn't cover all codecs for
now.
We can remove it later before the next major release (e.g., 4.0.0).
