### Description of PR
This change disables the failing RUN command from the docker script and
simply installs python -which the yarn ui needs.
### How was this patch tested?
trying to build locally on a docker container under macos.
hard to tell if the node.js build has hung or is just really, really slow.
never tried it before outside a release build, and that I delegate to remote
systems
